The FIXME is for me.

I need to go through all the deployers and make them create ClassLoadingMetaData.
(So far I've only done the web deployers).
Currently they are creating LoaderRepositoryConfig which this HACK class converts.

They are also doing it in the wrong place (the parsing deployer).
