We need an MC-based Server upon the new Bootstrap SPI.  Pull from the Adrian/Scott/Ales' work in the legacy project and port over.  Remove AS-specific hooks such as kernel JMX notifications, as this will belong in the AS Launcher, not the MC Bootstrap.
