This is worth looking at someday, but can't commit to who or when, so am assigning to Backlog.

Note that this specific request is for controlling this via an ear-level configuration. Changing so the overall server default is <clustered>true</clustered> and configurable is a separate issue and a separate JIRA should be opened it it's desired.
