The Wysiwyg editor is TinyMCE, it is customizable and can offer tons of feature as seen here: http://tinymce.moxiecode.com/examples/full.php (Among them the possibility to create tables)

The out of the box editor for Portal is simple (Someone has to draw a line between feature rich and simplicity), if you want more advanced feature you would have to customize your installation.
