Correct,  for Galileo it's recommended to install JBossTools-Update-3.1.0.M2-N200907092133-H355 which includes Drools 5.1 Eclipse plugins. After reinstalling Eclipse with JBossTools-ALL-win32-3.0.1.GA-R200905070146-H18 the problem disappeared.

The request can be closed. The dependency to JBoss Tools might be referenced in the installation section of RuleFlow (https://hudson.jboss.org/hudson/job/drools/lastSuccessfulBuild/artifact/trunk/target/docs/drools-flow/html_single/index.html#d0e42)
