Reorganize ant installation to standard layout

A copy of Ant is currently required for running the AS testsuite.  This is split up into several subdirectories in the tools directory.  This should be reorganized so that a standard Ant installation can be used.  Using a standard layout will make it easier to upgrade Ant in the future.
