The "create-package" profile in the build, currently is *not* set to be activated by default. Unless, the individual modules use the -P create-package option, the package does not get created. Maven has the option of activating a profile based on the availability of a file. This can be utilized in the build module to activate the "create-package" profile if the module has src/assembly/package-assembler.xml. This way, individual modules need not have to explicitly activate the profile.
