A processor has been added to process the @LocalBean. Furthermore the metadata has been updated to handle the <local-bean> in ejb-jar.xml. There's also an ImplicitNoInterfaceBeanProcessor which process a bean for implicit no-interface bean rules as defined by spec.

Changes have been committed in r97561.
