Actually, this is not related to the resource type (*.rf) but the format of the file name being uploaded as per the examples below:

Local file name  -> Guvnor import via Dev Studio / Cadaver -> Guvnor Resource Name

SubmitApplication.rf   ->   ->  SubmitApplication.drl
Submit.rf   ->   ->  Submit.rf

This could be a category of greater issue within the resource identification code of the Guvnor.
