Allow configuring of Manager for distributable webapps via context.xml

TomcatDeployment will currently always replace the session Manager impl for contexts it creates if the distributable flag is set in web.xml.  Add a flag to TomcatDeployer disable this behavior. This will allow use of a Manager configured via context.xml.
