The deployment descriptor dictates what and how should be deployed (that's why it is called deployment descriptor). EJB2 deployment descriptor means the deployment is EJB2. And since the descriptor is empty you get nothing deployed. If you did try to describe an EJB3 bean in EJB2 deployment descriptor you would get an error. Do you have a testcase that shows that's not the case?
