submit button is never enabled in the case, when you don't type the login and password, but choose it from the stored login list.

steps:
click on login link
if both of the login inputs are blank, just double click on login input and select one of stored login from the list
it the is some information already filled, delete it and try to double click on the login input

both inputs should be filled now... if not, login as admin/admin and store the login form data, then login as user/user and store the login data and try again
