Programmatic to check the state of a topic

When the deployTopic(String, String) method is called we have found there is a slight delay before the topic is available to create MessageConsumer.

Is there a programmatic way of checking the state that the topic is in, so that we don't have to wait an arbitrary period of time before creating the Consumer?
