This patch is for unit tests. It has found a bug in listDeployedURLs

I am not sure that the unit test works 100% even after listDeployedURLs is fixed so the unit test may need some tweaking.

Another issue is that the full test takes 40 seconds to run. This seems a little long for me, but the nature of deployment scanning takes a while. Is there a way to force a scan so that maybe it can go faster?
