Add an example TCP cluster configuration (commented out) to jboss-portal-ha.sar/META-INF/jboss-service.xml.

This will make it easier for users who have issues with UDP multicast to configure it to use TCP clustering.
(The same thing is being done to all the EAP configurations that don't already include this).
