I've just downloaded the http://santuario.apache.org/dist/java-library/xml-security-bin-1_4_3.zip which contains xmlsec-1.4.3.jar. This JAR has only xmlsecurity_en.properties and xmlsecurity_de.properties, there is no default xmlsecurity.properties. 
I didn't find a way to post an issue to the developers of xmlsec, but I know that JBoss compiles some open source libs itself, so I posted the bug here, I hope you can fix it faster then the xmlsec team. :-)
