Move the construction and configuration of the clustered session manager out of TomcatDeployment and into JBossContextConfig.

This removes the kludge whereby a StandardManager is created and started only to be replaced by the clustered manager. It also allows configuration of the clustered manager via a context.xml without requiring the user to jump through hoops.
