Why are we ignoring annotations?

                        if (isJava5 && !ctClass.isAnnotation())
                        {
                           processClass(ctClass, ari, annotationToClasses, classInfo);
                        }

                        if (!clz.isAnnotation())

This won't work then for meta annotated annotations.
e.g. Weld uses this a lot; decorator pattern
