An entity (e.g. a portal system) can make a WS-Trust request on behalf of another entity (e.g. a client). In such scenarios, the STS is not supposed to generate tokens for the requesting entity (portal), but for the referenced identity (client). The OnBehalfOf section of WS-Trust request is used to specify the identity for which the token is to be created.
