The issue appears to be specific to maven 2.2.1 (http://jira.codehaus.org/browse/MNG-4301).
A workaround is to either use an earlier version of maven (2.0.10 or 2.1.0) or add the webdav-wagon as an extension in the pom as described in the codehaus issue.
