Allow for plugable File handling in FileSystemContext

We should be able to plug-in new File handling from FileSystemContext::createVirtualFileHandler.
(which is called from FileHandler::createChildHandler).

An example of this would be .gzip file handling,
where we need to recognize .gzip files before we handle them as default files.
