The oracle repo seems to be serving up garbage.  For example, 
https://repository.jboss.org/nexus/content/repositories/oracle-releases/jboss/jbossts/jbossjts/4.6.1.GA_CP04/

I have removed it from the developer group.  I can either lock it down to only certain groupIds, or the files from that repository can be manually uploaded to the jboss thirdparty uploads repository.
