Version 2.3.0 of the maven-jdocbook-plugin can't be used as-is because of http://jira.codehaus.org/browse/MNG-4761. The issue is detailed here: https://jira.jboss.org/browse/MPJDOCBOOK-59.

As a temporary fix, you can set the scope of the plugin-level dependencies explicitly using the attached patch. I've tested this against the trunk (revId 34607).
