This issue is also important for NetBeans profiler  integration with JBoss.
In case of present spaces inside path ( to NB installation or Project folder ) we need to use quotes around of such paths.
As result JAVA_OPTS env variable contains quotes.
Execution of run.bat fails on string 
if "x%JAVA_OPTS%" == "x" ( 
because it becomes invalid.

Actually from my point of view this is issue in Windows "shell" interpreter.
But anyway the problem exist and we need to solve it somehow.
