As an improvement of the startup time of development servers, add the ability to trigger activation of a ProfileService profile (and thus deployment of it's content) by the receipt of a request that targets a context path. This is a form of "on-demand" startup, but at the PS profile level, not the MC bean level.

As part of this effort, the 3 console wars that ship with the AS (admin-console.war, jmx-console.war, jbossws-console.war) will be switched to only deploy when requested.
