With the 5.1.0.M1 download, I faced he same issue.
Removing the comments did not fix the issue.

I used http://anonsvn.jboss.org/repos/labs/labs/jbossrules/trunk/drools-process/drools-workitems/src/test/resources/SampleWorkDefinitions.conf
as a starting point to create my custom workitem.

As a starting point the following workitem descriptor works for me. It is a subset of the SampleWorkDefinitions.conf found in svn today.
