First start with a 80% of the time simulateted annealing phase and then do 20% of the time tabu search.

Notice that initialization is also a phase (a special phase).

Needs to get a good name. Alternative naming proposals:
* phasing
* chaining (not really correct with GoF definition?)
* ... (more welcome!)
