WorkItemNodeInstance should not reset workItemId to -1 after completion

If the workItemId is reset to -1, any listener will not be able to get info on the work item that was executed.  Instead of resetting to -1, the state of the work item should be used to determine whether a work item is being executed or not (for cancellation).
