JSF Deployer fails if FacesServlet declared in web-fragment.xml

If the Faces Servlet is only declared in a web-fragment.xml instead of web.xml then the JSF Deployer will fail to recognize it as a JSF application and JSF will not be added to the WAR.  This results in a ClassNotFoundException in the RestEasy deployer.
