The WS-HT spec doesn't really define reassign, so I think this also should be called delegation (just different behavior depending on the state of the task you are trying to delegate).  Could you elaborate why you think delegation is not working (as there are some junit tests showing that it should be)?  Could you give an example of your starting task you are trying to delegate (what state is it in, what are the potential owners or assignee etc.), how you delegate and what you would expect as the result (but apparently not getting)?
