@WerbServiceRef (service-ref) resource provider has now been integrated into switchboard-integration branch (r109194). The smoke-tests pass, although I'm not quite sure if those tests cover service-ref deployments. I've started a complete AS testsuite run against switchboard-integration branch to see what additional needs to be done to fully complete this task.

I'll update this JIRA once I've the results.
