When dropping a deployment into standalone/deployments its content gets copied to the data dir, but the deployment itself is not activated.
On server restart, the deployment shows up in the configuration and deploys ok.

When I delete the marker file from standalone/deployments the config is updated correctly but the DeploymentService does not get REMOVEed
