The consequences of this missing file are:
1.  A web app created for J2EE server 2.5 (Jboss 5.1) that includes a jboss-web.xml file causes a "Not Well-formed" exception when the server starts
2.  Instances of a jboss-web.xml which refer to this schema can not be validated by an XML editor since the schema is not publically available on the internet
