The order is preserved in the main domain.xml, host.xml, standalone.xml elements, but I didn't analyze all the subsystem configs, so there may still be a few that don't preserve order.

Note also that order is preserved within collections of elements of the same type (e.g. subsystems in a profile). For children of a different type, the parent will write them in a fixed order, which may not be the way the original document had them. General intent is the fixed order will match the order in which the child elements are listed in the schema.
