This needs to be broken out into pieces, with some pieces scheduled earlier than CR1. The plan is to have all shutdown operations be "graceful" and then have services be able to register callbacks the system can call to tell the service to abort the "graceful" shutdown and proceed to immediate shutdown. This registration system should be done as soon as possible.
