This contains RespawnTestCase that contains a basic test for testing the respawn logic. This test is currently not being run, since there are issues with trying to reconnect to the HC following a respawn. HC starts its management socket, but client requests coming in from the test/client to poll for the HC restart cause the protocol to hang if they come in before the protocol operation handlers are installed. This will be addressed as part of JBAS-9260 once JBAS-9101 is in place
