Won't this achieve what you need:-

rule "UpdateCounter"
salience 10000
when
$c : Counter( .... , $value : value)
$o : BusinessObject( $something : something, .... )
then
$o.setValue($something + $value);
update($o);
end

rule "CheckCounter"
when
$o : BusinessObject(value > 1234)
then
Alerts.addNew(...);
end
