I've pushed a Beta1 release out which can be obtained from here:
https://repository.jboss.org/nexus/content/groups/public/org/jboss/spec/javax/transaction/jboss-transaction-api_1.1_spec/1.0.1.Beta1/

Check it out.  I'm going to do some testing in the AS distributions with this .jar.  Note the Bundle-SymbolicName defaulted to the group/artifactId: org.jboss.spec.javax.transaction.jboss-transaction-api_1.1_spec. 

One other consideration is to add these changes to the jboss-specs-parent pom instead.
