In 7.0.1 I stored the HQ default values in the config model; per the linked dev list thread we're going to move away from that and instead provide defaults to clients by reading them from the metadata in the read-resource and read-attribute handlers.

This task also encompasses changing the core org.jboss.as.controller.AttributeDefinition class to support this behavior.
