Since encrypting traffic between Apache and JBoss with mod_proxy and mod_cluster requires the SSLValve: http://anonsvn.jboss.org/repos/jbossweb/sandbox/valves/  it makes sense to ship it in JBoss Web and have the Valve commented out be default which is the common practice with other non-essential valves.
