The thought I had was to do the aggregated javadoc generation in only one place: the distribution assembly part of the AS build. This would use dependencies on everything else (specified in the distro assembly POM), along with the javadocs-from-dependency-sources approach from the javadoc plugin, to build one single master javadoc jar for AS.
