Because the user then doesn't have to do any setup or configuration of system properties or environment variables.  All native code will automatically be loaded using a single standard layout.  And we can have a single distribution which covers all platforms without special configuration steps.  Either the library is there and it's loaded, or it's not and it's skipped.  And this same approach works for all other native code too.
