Improve upon the work done for AS7-3093. Properly handle all 5 of these cases

1) reload op on the HC
2) shutdown op on the HC
3) shutdown op on the HC with restart=true param (suggestion: handle this the same as 2) and pass the exit code via the ProcessControllerClient SHUTDOWN message)
4) soft kill of PC
5) Hard kill of PC
