When the cluster is uncertain about the status of nonresponsive members, group communication on a whole sounds like it will be hampered.  Suppose I have a cluster of 50 jvm's, each undergoing 10 second full gc's a few times per hour.  Are there certain types of messages I could avoid (eg broadcasts?  state transfer?), in order to not be throttled by FC yet still make forward progress?
