It is indeed possible for the cache to not contain some members; GossipRouter has the cache of all members and returns it on discovery. 

This isn't an issue for operation: everything should work ok. On the next discovery pjase (e.g. kicked off by MERGE2), you should have all logical names.

You can also force this by executing: probe.sh op=TCPGOSSIP.findInitialMembersAsString
