If you haven't altered the ServiceBindingManager config in conf/binding-service.bean/META-INF then yes, the values of the two properties should be the same.  The ServiceBindingManager sets property jboss.jgroups.jbm_data.mping_mcast_addr based on its own configuration. By default that configuration tells it to set it to the value of jboss.partition.udpGroup.
