For Alpha1, we need to have the schema that describes patches and how to install them done, along with related object model and parsing stuff. The foundational infrastructure for storing the patch modules separately from the original modules and updating the module path to use them needs to be done. And a clear path (i.e. design and fairly specific tasks) for the remaining work needs to be complete.

Finishing the implementation can then be a 7.1.0.Beta1 task.
