Workaround Description:
If you're having connection related state transfer issues, try:
<protocol type="pbcast.STREAMING_STATE_TRANSFER">
<property name="bind_addr">insert-bind-address-here</property>
</protocol>
or,
<protocol type="pbcast.STREAMING_STATE_TRANSFER">
<property name="use_default_transport">true</property>
</protocol>
