Allow application exceptions to be defined when using the throws clause. 

This has been incorporated as part of EJBTHREE-2134 and should be allowed for EJB3 used by EAP 5.x

Depending on the resolution of http://java.net/jira/browse/EJB_SPEC-20 this may be a bug or rfe
