My knowledge agent takes about 5 min to read the changeset.xml, it happens an my servers that DON'T have internet access when reading (or better trying to read) http://anonsvn.jboss.org/repos/labs/labs/jbossrules/trunk/drools-api/src/main/resources/change-set-1.0.0.xsd - however its included in the knowledge-api jar.
